The technical specifications are applicable to the application and issuance of emission permits for non-ferrous metal smelter discharge units. The standards of this standard are divided into 10 sub-volumes, which cover the basic conditions for the application and issuance of pollutant discharge licenses for 11 sub-sectors of copper, aluminum, lead, zinc, tin, antimony, mercury, magnesium, aluminum, titanium, etc. The environmental protection requirements for value determination and actual emission accounting methods, compliance determination methods, and self-monitoring, environmental management ledgers, and discharge permit execution reports, etc., proposed feasible technical requirements for pollution prevention and control in the non-ferrous metals industry.

This standard is planned to be divided into two wholesale cloths, the first wholesale distribution of copper, aluminum, lead and zinc three volumes, to guide the copper, lead and zinc smelting waste discharge units and electrolytic aluminum discharge units in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Pearl River Delta region before the end of 2017 Completion of the issuance of the pollutant discharge permit; the remaining seven sub-branches of the second wholesale will guide the discharge of the pollutant discharge permit before the end of 2018 in other non-ferrous metals smelting industries.

Identify pollution factors for permitted emissions

This standard selects five pollutant emission factors for particulate matter, NOX, SO2, COD, and ammonia nitrogen, and based on industry characteristics and industrial pollution discharge standards, five items of lead, arsenic, mercury, cadmium compounds, and fluoride are selected. Characteristic pollutants are heavy metal pollution factors that are subject to permit emissions. Among them, the lead emission, zinc, and copper smelting industries are the emission factors for the emission of pollutants SO2, NOX, particulates, lead and compounds, arsenic and compounds, mercury and compounds, cadmium, and compounds, wastewater pollutants COD, ammonia nitrogen, total lead. , total arsenic, total mercury, total cadmium; aluminum aluminum smelting industry, the permit emissions of pollution factors are exhaust pollutants SO2, NOX, particulate matter, fluoride, wastewater pollutants COD, ammonia nitrogen. Where local environmental quality improvement requirements are available, the scope of the control of pollution factors for the permitted emissions of the non-ferrous industry may be expanded according to demand.

Discharge differential management

The technical specifications will classify the discharge into two major categories: the main discharge outlets and general discharge outlets. For exhaust outlets, discharge outlets with large pollutant discharge and many types of pollutant emissions are set as main discharge outlets, and on-line monitoring facilities are installed to control the discharge concentration and total emission, and 5+X pollutants are assessed (5 types are Sulfur dioxide, nitrogen oxides, particulate matter, chemical oxygen demand, ammonia nitrogen; X species are total lead, total arsenic, total mercury, total cadmium, and fluoride; and the rest of the pollutant discharge ports are set as general discharge outlets, only control permits Emission concentration.

Lead and zinc smelting unit exhaust emissions

The current atmospheric emission standards in the lead-zinc smelting industry do not stipulate a reference discharge volume per unit product. The concentration of heavy metal emissions from different discharge outlets varies greatly. If the emissions allowances are accounted for in accordance with the emission standard limits and the reference discharge volume of the main discharge outlets, it is bound to cause Emissions from enterprises are too large, which is inconsistent with the actual discharge situation of enterprises; at the same time, the heavy metal production and discharge of lead and zinc smelting industries also differ greatly. Therefore, in order to ensure the consistency between the permitted emissions of heavy metals in the lead and zinc smelting industry and the actual emissions, reflecting the differences in the heavy metal emissions from the lead and zinc smelting industries, this standard also gives the determination based on the permitted emission concentration limits and the emission performance based on the unit product. Licensed emissions are two methods to strictly determine the permitted emissions.

The permitted emission levels determined based on the allowable emission concentration limits are mainly determined based on the production capacity of the main products of the main discharge outlets, the reference discharge volume of the main discharge units per unit product, and the allowable emission concentration limits of exhaust gas pollutants. The approved permit emissions based on the emission performance of a unit of product is mainly determined based on the emission performance of the unit product and the design capacity of the main product.
