In the wake of a fire incident that occurred at the Ether-Discharge Workshop of Sanhe Chemicals in the township area on November 29 last year, Xiaji Town in Baoying County, Yangzhou City, has taken immediate action to learn from the tragedy. The town conducted a thorough review of the accident's causes, cross-referenced the facts with other similar cases, and used the guidelines provided by county authorities as a framework for improvement. As part of this initiative, the town launched an inspection campaign targeting flammable and explosive sites within its jurisdiction.
To ensure a systematic and effective approach, the town’s Safety Committee issued an official document outlining the objectives, procedures, and timelines for the inspection. During the "greeting" process, the team focused on nine key areas:
1. Whether the unit has obtained all necessary legal permits and registrations.
2. Whether safety and fire-fighting equipment are properly installed and maintained in good working condition.
3. Whether fire separation, evacuation routes, ventilation systems, and explosion relief mechanisms meet technical standards.
4. Whether fire safety education and training programs are adequately implemented.
5. Whether safety protocols and operational procedures for critical areas are strictly followed.
6. Whether the electrical and fuel systems are being used safely and in accordance with regulations.
7. Whether the safety performance of petrochemical equipment, storage tanks, pipelines, and valves is reliable.
8. Whether the locations for the production, storage, and operation of flammable and explosive materials are separated from residential areas.
9. Whether all safety facilities and equipment have passed inspections and are functioning safely and reliably.
After completing the inspections, the teams emphasized the importance of accurate record-keeping. They required the company’s management to fill out the Baoying County Flammable and Explosive Site Registration Form thoroughly, enabling local supervisors to have a clear understanding of the current status of these high-risk locations.
This proactive approach reflects the town’s commitment to preventing future incidents and ensuring public safety. By addressing potential risks before they escalate, Xiaji Town is taking meaningful steps toward a safer environment for its residents.
