I. Construction Site Management Standards

Construction sites in Tianjin are required to implement six key dust control measures, including site fencing, hardening of main roads, proper stacking of materials, installation of entrance facilities, use of closed mesh facades, and prohibition of on-site concrete mixing. The detailed requirements are as follows:

(I) Fencing Standards

The construction site fences must strictly follow the "Atlas of Tianjin Construction Sites" and the "Atlas of Civilized Construction for Tianjin Urban Rail Transit Projects." Buildings and subway construction sites should be enclosed with solid walls or steel frames, equipped with base foundations, wall caps, and night lighting. The height must be at least 2.5 meters. At the connection between the fence and the road, greening or paving should be implemented. For municipal road and bridge projects, white color steel plates should be used, with a minimum height of 2 meters. There should be no gaps between the fence and the ground, ensuring stability, safety, tidiness, and aesthetics.

(II) Main Road Standards

All roads within the construction site must be hardened with concrete, and regular sprinkling and cleaning should be carried out to minimize dust and ensure that vehicles do not leave visible dust on the roads.

(3) Material Stacking and Waste Management Standards

1. Bare ground should be either greened or covered with dust-proof nets. 2. Loose materials like sand and gravel must be stacked in tanks at least 0.5 meters high, with full lids covering the exposed parts. Earthwork, construction waste, and debris should be centrally piled and properly covered and stabilized. The lid must fully enclose the material to meet the "no gap" standard. 3. All materials, equipment, and components should be stored according to the layout plan, clearly marked, and not mixed or placed outside the site without permission.

(D) Entrance and Exit Standards

All construction sites must install vehicle washing facilities at their entrances and exits. A washing platform should be set up inside the gates, with drains connected to sedimentation tanks. Mud and wastewater must be discharged according to regulations, and sedimentation tanks should be cleaned regularly. Each site must have dedicated personnel to wash the wheels and bodies of outgoing trucks, ensuring that vehicles do not carry dirt onto the roads. Surveillance cameras should be installed at the entrance and exit, with video storage on local hard drives for at least one month.

(5) Closed Mesh Facade Standards

Building facades must be completely enclosed with dense safety nets of at least 2,000 mesh per square inch, kept clean and tightly sealed. Construction waste should be transported using enclosed containers or other effective dust prevention methods, and should not be thrown from heights.

(6) Additional Requirements

Commercial concrete and ready-mixed mortar must be used on site. On-site mixing of concrete and lime is prohibited. Cement and lime cannot be stored openly. Burning of garbage or hazardous materials is banned, and coal, wood, linoleum, paint, and similar materials cannot be used as fuel. Dust-generating operations such as cutting must take appropriate dust reduction measures.

II. Ready-Mixed Concrete Mixing Plant Standards

The primary focus of dust control at ready-mixed concrete plants is managing dust accumulation in the aggregate yard and plant area. Key requirements include:

(A) Sand and Gravel Yard Standards

1. Uncompleted sand and gravel yards should be covered with dense mesh or tarpaulin and organized by origin, type, and specifications. The yard should be partitioned and enclosed on three sides. The site should be water-sprayed and cleaned at least twice daily, with increased frequency based on weather conditions to prevent dust from rising. 2. The sand silo inlet should be enclosed on three sides to reduce dust during forklift feeding. 3. Regular checks of the bulk car apron are necessary to prevent air leakage, control emissions, and ensure pipeline tightness. Maintenance should be done at least once a week. 4. The dust removal system of the powder bin filter cartridges must be inspected regularly, cleaned, and replaced every 1,000 tons of material, with filter elements replaced every 10,000 tons.

(II) Factory Road Standards

1. Surrounding walls and gates should be installed, with clear separation between production and office areas. Open spaces should be landscaped with trees and grass to enhance the environment. 2. A civilized production responsibility system should be established, with designated personnel for each area. Roads should be cleaned and watered at least twice daily and three times with water. Adjustments should be made based on wind and production conditions. 3. Large machinery parking areas and roads should be hardened to prevent dust and mud after rain. 4. Within 5 meters of the gate, the area should be water-sprayed at least twice daily, with increased frequency if needed. 5. Before exiting, vehicles must have their tires cleaned to avoid carrying mud onto the roads.

III. Engineering Waste Transportation

1. The entrance and exit of the construction site must be hardened for at least 30 meters, with vehicle washing facilities to ensure that trucks leave without dirt. 2. Dedicated staff should clean the roads around the site entrances and exits to maintain cleanliness. 3. Waste transport vehicles must be sealed and use flatbeds, with no excess soil over the truck’s edges. Wet mud should not be transported. 4. Roads in the foundation pit should be paved to prevent loose soil from causing dust. 5. Slag and soil must not be dumped outside the enclosure. Any temporarily stored waste must be stacked and fully covered.
