The integration of the production city is “melting” and the new vitality of the industrialization of the city

**Abstract** The rapid expansion of Yucheng County’s urban scale, along with the swift development of a 26-square-kilometer "Investment and Development Platform" across the Western, Northern, and Eastern districts of the industrial cluster, has significantly boosted investment promotion and industrial agglomeration. In just the first three months of this year alone, the county demonstrated strong momentum in attracting industrial transfers, successfully negotiating 32 docking projects and securing 1.12 billion yuan in on-site investments. Major projects such as Tianzhili Precision New Materials, Houde Diamond Technology, Hong Kong Yihetang Pharmaceutical Co., Ltd., and Yuxiangyuan Wood Industry—collectively valued at over 9 billion yuan—have already been successfully established in the area. Recently, Liu Lianchang, Secretary of the County Party Committee, shared insights at the newly built exhibition hall of the industrial cluster area: “Since 2009, the industrial cluster area has continuously expanded from its original industrial park, reaching a total planned area of 26 square kilometers. The built-up area has grown 14 times, playing a vital role in driving the county's economic and social development. The western area now focuses on diamond superhard materials and pharmaceutical industries, the northern part centers on logistics and tertiary services, while the eastern area promotes emerging, specialized industries. Fixed asset investment has increased by 269%, external funding utilization has risen by 444%, and the number of employees has grown 6.7 times. This has become the main platform for industry transfer, investment attraction, and a key driver for the county’s economic growth.” Seizing the opportunity of the Central Plains Economic Zone construction, Yucheng County has focused on integrating production and urban development, promoting industry through city development, and fostering mutual growth. Adhering to the “seven connections, one big and one beautiful” standards, the county has invested over 3 billion yuan in high-standard road network projects within the industrial cluster area. It has improved road hardening, greening, lighting, water supply, drainage, power, and communication systems, all integrated with the city’s infrastructure. Additionally, it has built an industrial service center, sewage treatment plant, human resources center, employee training center, provincial diamond testing center, employee dormitories, and other supporting facilities. Currently, the built-up area has reached 10.2 square kilometers, with a significant improvement in project carrying capacity. In 2012, the district saw 22 investment projects exceeding 100 million yuan, including six projects over 500 million yuan and three over 1 billion yuan. Key projects such as the Diamond Industrial Park (over 900 acres), Jin Rui Diamond Tools, Spring Science and Technology, Houde Diamond, and Zhengxin Diamond Technology have attracted over 5 billion yuan in total investment. With the completion of the Diamond Industrial Park, Yucheng will see a major leap in the industrialization of its diamond sector, driven by expanding production scale, extended product chains, and advanced R&D of high-end products. To further promote the interactive development between industrial clusters and urban areas, the county is using the Yangtze River New City as a base, aiming to build a provincial health city, garden city, and civilized city. Through the implementation of the “two districts, two belts, one ring, one network, one city” project, it is constructing a modern, livable city that integrates civilization, ecology, harmony, and sustainability, complementing the industrial cluster area and forming a mutually supportive development model that enhances both the city and the economy.
