The "Measures" stipulate that in the future, any building that does not meet the mandatory standards for building energy conservation will not be able to obtain the construction project planning permit, construction drawing inspection certificate and completion acceptance report. In addition, the Measures also vigorously promote the promotion and application of renewable energy in buildings.

The Measures require public buildings invested by the government to use at least one type of renewable energy. Newly-built hotels, hotels, commercial and residential buildings and other public buildings with hot water needs, and residential buildings below the 12th floor must all be designed and installed in accordance with the regulations. The Measures also encourages construction companies to implement greening on the roofs and walls of buildings.

The "Measures" also stipulates that when a real estate development company sells commercial housing, it shall clearly indicate to the purchaser information such as the energy consumption index, energy conservation measures, protection requirements, and warranty period of the insulation of the commercial housing sold, as well as the purchase and sale contracts, quality assurance books and use of the commercial housing. Therefore, this part of the increase in one-time investment can be fully recovered in the future."
